About
A survey firm, built for this territory.
Drone & Scanning Solutions LLC was formed in April 2026 and operates from Red Hook on St. Thomas. This page is short on purpose: who runs it, why it exists here rather than anywhere else, and how it works.
Why the firm exists
Three things were true at once.
A great deal of the capital moving through construction in this territory is federal. Federal money carries procurement conditions, and among them are restrictions on the aircraft the work may be flown on. That is not a detail at the margin; it decides who can bid. The capabilities page sets out what those conditions mean in practice.
At the same time, compliant survey capacity in the islands is thin. Not absent, but thin enough that programmes wait on it, and thin enough that some of it arrives on a plane from the mainland with a mobilization attached.
And the four disciplines a modern project actually needs — survey, mapping, dated site documentation, and as-built modelling — were being bought separately, from separate people, on separate visits to the same ground. There was no local firm delivering all four off one mobilization.
DSS was formed in April 2026 to sit exactly at that intersection: compliant hardware, licensed deliverables, and four disciplines that arrive together because one crew captured them together.
Principal
Jerson Batista.
President and Managing Member. Nine years in commercial drone operations, and before that the building and running of large drone, BIM and CAD programmes on the mainland — the kind that have to survive procurement review rather than only produce good imagery.
- Nine years of commercial drone operations. Long enough to have watched the compliance landscape change under the industry rather than reading about it afterwards.
- Programme building, not just flying. Drone, BIM and CAD programmes at scale, which is a different discipline from operating an aircraft well.
- Relocated permanently to St. Thomas in 2026. Not a mainland firm with a territory mailing address. The office is at Red Hook and so is the principal.

How we work
Short version.
You send the site and what you need out the other end. A fixed-fee proposal comes back, usually within one business day, stating scope, accuracy target, deliverable formats, schedule and price. One mobilization captures whatever the job needs. Survey deliverables are reviewed and signed by a USVI-licensed surveyor of record, and the accuracy report ships with the data.
What we will not do is quote a day rate and discover the scope together, or describe a capability as locally available when it mobilizes from somewhere else. Both are on the drone survey page in more detail, including the one service that does travel.
Tell us about the site.
Send the island, the parcel, and what you need out the other end. We’ll come back with a scoped, fixed-fee proposal within one business day.
